LAW ENFORCEMENT RISK SPECIALIST CONFERENCE 2025

LGRMS, GMA, and ACCG proudly present the inaugural Law Enforcement Risk Specialist Conference, a groundbreaking two-day event designed to bring together law enforcement professionals, risk managers, and legal experts from across Georgia. Held at the scenic Great Wolf Lodge in La Grange, this conference offers a unique opportunity for attendees to deepen their understanding of current legal trends, liability issues, and risk mitigation strategies specific to law enforcement. Participants will benefit from expert-led sessions, insightful discussions, and valuable networking opportunities in a collaborative and engaging environment. The conference features a distinguished panel of speakers, beginning with John “Jack” Ryan, retired Captain of the Rhode Island Police Department, attorney, and co-director of the Law Enforcement Risk Management Institute (LERMI). Jack brings an expert legal and operational lens to his discussions, which will include policy development, supervisory responsibility in high-risk scenarios such as PITT maneuvers, the implications of social media on pursuits, the evolving doctrine of Qualified Immunity, and recent Supreme Court rulings. His expertise provides a crucial update for law enforcement professionals navigating today’s complex legal landscape. Additional presentations include Steve Campbell, retired Major and Chief of Detectives with the Rhode Island Police Department, who will draw from his extensive investigative experience to address jail operations, liability reduction strategies, and best practices in corrections policy and training. Joining them is Terry E. Williams, one of Georgia’s leading local government litigation attorneys with over three decades of experience. Terry will offer critical insights into insurance defense and civil liability, including personal injury and motor vehicle issues under 42 U.S.C. §1983 and Georgia tort law. Together, these speakers will deliver a comprehensive, high-impact program essential for anyone involved in law enforcement risk management.

This presentation is designed to provide information concerning the prevention of, mitigation from, response to, and recovery from a major critical incident. It is in no way wholly inclusive for any of the subject areas and is not designed nor intended to answer all questions or replace the necessity for training and collaboration.

Over the last two decades, law enforcement agencies and individual law enforcement officers in the United States have been the subject of intense public scrutiny. The litigious condition of American society has been a key factor in this scrutiny. The very nature of police work I.e. use of force; high-speed driving and pursuits; and arrest, lends itself to complaints and lawsuits from those that law enforcement officers have contact with. Law enforcement officers must have a working knowledge of developing laws relating to police liability and discipline. Officers must be aware that they may be held accountable for decisions made by a court having jurisdiction over them. It is the developing law that guides police training, operations, individual conduct, and operations. A failure to recognize the importance of this area of the law can lead to serious monetary consequences for individual police officers, supervisors, police executives, and police agencies. In extreme cases, a failure to follow the rules set forth by the courts can result in criminal sanctions. This training is structured to assist officers and agencies in assessing their level of legal risk exposure by examining court decisions that have interpreted acceptable standards of conduct by officers.

This presentation will cover liability issues relating to Patrol Vehicle Operations/Pursuits regarding O.C.G.A. § 40-6-6 regarding disregarding traffic laws and traffic control devices and using Due regard during Motor vehicle pursuits. O.C.G.A. § 36-92-3 – Will cover no employee liability for operating a government vehicle when performing official duties. We will also cover personal use of city/county vehicles and that of law enforcement volunteers. By reviewing recent court decisions regarding what constitutes negligent use of a motor vehicle for purposes of immunity waiver under O.C.G.A. § 36-24-51(b) and O.C.G.A. § 36-92-2. Finally, there is the preservation of video, reports, and other evidence, and the need for clear SOPs to avoid the spoliation penalty. Briefly discuss trends concerning the First Amendment and Social Media Use, covering agency-maintained social media and social media posts/pages maintained by employees.
